„E-PARTICIPATE“

Target group: Local municipalities and cities in Bosnia and Herzegovina; citizens in selected municipalities and cities

Project goal: The general goal of the project is to develop and improve sustainable relations between local authorities and citizens, as well as to increase transparency and accountability of authorities in Bosnia and Herzegovina. The primary goal is to strengthen citizen participation in local government, with an emphasis on participatory channels based on new technologies that enable increased citizen participation.

The project aims to specifically increase the participation of citizens in the decision-making process in 5 local communities in Bosnia and Herzegovina, as well as to increase the transparency and responsibility of local institutions.

Basic activities: The project will develop online platforms for consultation and two-way communication between local authorities and citizens. This platform will enable citizens to play an active role in the decision-making processes in municipalities, and for local authorities to become accountable to the citizens of the local community. The platform will consist of 3 parts:

1. e-information (with all relevant information for citizens in order for them to be well informed about the work of local municipalities);
2. e-consultations (include documents and proposals of municipal and city assemblies/councils, with a possibility for citizens to give comments, proposals and suggestions);
3. e-voting (used for special issues related to the work of local authorities of particular importance to citizens).

In order to develop an online platform for communication between citizens and local municipalities, the project will conduct an analysis of the transparency of the decision-making process in local municipalities and map the available tools and their effects on citizen participation.

In addition, as a part of the project, anti-corruption and trainings related to the increasing participation of citizens in the decision-making process will be organized for local decision-makers.
