Public administration
The most important principle in the work of public administration is the principle of legality, because all public administration bodies are established by law and must perform their duties in accordance with the law. A comprehensive system controling public administration (internal, judicial, parliamentary control) is necessary due to the large number of tasks of public importance that are under their jurisdiction.These are normative activities, deciding on the rights and obligations of the participants in the procedure, managing development policy, and numerous other professional tasks. As a part of the executive power, public administration bodies are overseen by legislative bodies, which is one of the most important forms of control over the legality of work.Public administration includes ministries, administrative bodies and organizations, but also all other entities entrusted with public authority. The rule of law depends on compliance with the principle of legality, as a basic principle in the work of the administration, and closely related to legal work is the issue of publicity of work, which is highly valued and concerns the issue of free access to information.The most important challenges of public administration today are the issues of professionalism, political parties' exclusion and depoliticization, the need to establish work transparency as a basic criterion and to turn public bodies into an efficient public service available to all citizens under equal conditions.nI Bosnia and Herzegovina there are several laws in force relating to the work of public administration, and some of the most important are the Law on Administration of Bosnia and Herzegovina, the Law on Administration in the Federation of Bosnia and Herzegovina, the Law on Republic Administration, the Law on Public Administration of Brčko District, the Law on General Administrative Procedure of the Republic of Srpska, the Law on Administrative Procedure of BiH, the Law on Administrative Procedure of Federation of BiH.Below you can find TI BIH publications, analyzes and monitoring on the topic of public administration in Bosnia and Herzegovina.
