Civic Engagement for Reform: Combating Institutional and Resource Capture (CERC)

The Project is targeted at tackling political capture of institutional and natural resources in Bosnia and Herzegovina, by addressing the issues hypertrophied and inefficient public sector organized as patronage network and political influences and nepotism in employment procedures, on one hand, and non-transparent and unaccountable distribution and management of natural resources.

The general goal of the project is to establish conditions for reducing political capture of public institutions and natural resources in BiH through:

  • Setting up foundations for functional review and reorganization of public sector with the log-term aim of reducing resources for corruption
  • Proposing new models for effective oversight of employment procedures in public sector
  • Strengthening oversight of the use and management of natural resources with a specific focus on forestry and renewable energy sources.

The project will contribute to establishing aforementioned conditions through:

  • Preparing tools and enable support for comprehensive functional review of public administration in a selected jurisdiction to identify inefficiencies and opportunities for reform.
  • Developing concrete tools and action points for reorganizing public institutions to enhance efficiency and minimize opportunities for political capture and corruption.
  • Creating models and generating support for independent oversight of employment procedures in public institutions SOEs to reduce nepotism and political influence.
  • Mapping and developing approach for long-term monitoring of forestry sector management to identify key risk areas and points of intervention.
  • Mapping the distribution of renewable energy sources and identify corruption risks associated with their management
