Politics
The National Branches and the TI Secretariat (Tl-S) are funded from various sources:
Foundation, government, private sector, individuals, membership fees, income from publications, events and other activities, as well as from the endowment fund. Reliance on many sources of income helps Tl maintain its independence.
Funding can be unlimited or project-specific.
In essence, the National Branches and Tl-S (“TI Bodies”) raise their own funds. Regarding fundraising for the Secretariat, the Fundraising Department leads and coordinates fundraising activities for the Secretariat.
TI must not risk compromising its reputation for honesty, openness and integrity. That reputation could be jeopardized if TI receives funding from sources deemed to be engaged in activities that are not in line with Tl’s mission.
Field of action
Tl’s policy is to accept funds, in cash or otherwise, from any donor provided that such acceptance:
- does not violate the independence of Tl to continue its mission
- does not compromise its integrity and reputation.
Guidelines
Funding that allows all TI bodies to function should be sought from a variety of sources. Care must be taken to ensure that the funding of a particular project does not result in an inappropriate impact on the Tl program. Tl is allowed to accept funds from all kinds of sources in order to maintain its independence and reputation.
Each TI body must list all donations over € 1,000 and make them public, and list them in the Branch’s Annual Report and on the official website, as well as in the case of Tl-S. If there is a significant risk that accepting funds from a particular source will jeopardize Tl’s independence, or if public association with a donor poses a significant risk to Tl’s reputation, then the TI body must not accept funds from that source.
Any donation to the TI body must be able to withstand scrutiny by the public. The independence of Tl requires the donor to be able to be criticized by TI like any other organization or individual in a similar situation. A donor accused of involvement in corruption cannot expect any protection from TI.
TI may receive funding from corporations and private sector donors. This does not imply acceptance of any policy or policy of the donor company. It is advisable for the potential donor company to publicly commit to an ethical standard (such as the UN Global Compact, Business Principles, etc.), and TI bodies may require the corporate donor to sign a statement of commitment to integrity. before any donation from such a company is accepted.
No TI body may accept a donation from a company that is found to be involved in corruption unless the company proves that it was a breach of house policy, that the policy breach was not adequately addressed, or that its policy was modified to support similar violation in the future. TI works with companies that also work to create a business environment where bribery is not acceptable.
It is the responsibility of the staff and the Board of Directors of the TI body to ensure that the independence and reputation of Tl is not compromised.
If any employee or member of the TI Board of Directors suspects that there is a threat to Tl’s independence or reputation due to donations already received, or those to be accepted, that person (s) must draw the attention of the TI Manager or Chairman of the TI Board.
