Concept for functional review and reorganization of public administration for BiH

This document outlines a conceptual framework for a functional review and reorganization of public administration in Bosnia and Herzegovina, aimed at improving efficiency, accountability, and transparency.

Through three core components—diagnostic analysis, reorganization planning, and implementation guidelines—it proposes a systemic approach to institutional rationalization by reducing redundancies, eliminating overlaps, and optimizing public resource use, drawing on best practices from the UK and Ireland.
