Two decades of public administration reform in Bosnia and Herzegovina (un)learned lessons – Collection of papers

This collection of papers illuminates two decades of public administration reforms in Bosnia and Herzegovina, documenting the past and providing insight into the complex challenges we face and possible paths of progress. According to the European Commission, Bosnia and Herzegovina is still in the initial phase of reform, which reflects the complexity of the situation caused by unified constitutional arrangements, political crises and challenges in the implementation of reforms.

The authors of the papers in this proceedings provide unique perspectives through analysis of the current situation and focus on potential directions of future development. The proceedings are conceived as a platform for a fruitful debate on the achievements achieved so far and lessons learned that can serve as a guide line for future steps, especially in the context of joining the European Union and opening negotiations.

The proceedings are not only an academic discussion, but also a practical guide and inspiration for all those directly involved in the reform process. Each work provides a deep insight into specific challenges and possible solutions to overcome existing obstacles.

The proceedings were published with the financial support of Sweden and presented during the conference “Two Decades of Public Administration Reform in Bosnia and Herzegovina – (un)learned lessons” held on November 30, 2023. in Sarajevo.
