The Anti-Corruption Association “Transparency International” in Bosnia and Herzegovina announces:

PUBLIC CALL

for submitting bids for the service of creating a web application for communication between citizens and local self-government

Introductory remarks:

Transparency International in Bosnia and Herzegovina (TI BIH) is implementing the “E-PARTICIPATE” project, which is financially supported by the Kingdom of the Netherlands in Bosnia and Herzegovina. One of the components of the project is the development of web applications for communication between citizens and local self-government.

The goals of creating a web application for communication between citizens and local self-government are:

  • Improving communication between the local administration and its citizens,
  • Improving communication between local councilors and their constituents, i
  • Centralized participation system that will monitor all communication with citizens (public hearings, public consultations and other forms of civic participation).

The implementation of these solutions will enable more efficient, effective and transparent participation in the work and monitoring of the work of the local community by citizens, as well as improving communication between local government and citizens, but also between municipal / city council / assembly and citizens.

Implementation time period:

60 days from the date of signing the contract.

Conditions for bidder qualification:

1. Personal ability

The Anti-Corruption Association Transparency International in Bosnia and Herzegovina will reject the bid if:

  • is a candidate / bidder in criminal proceedings convicted by a final judgment for organized crime, corruption, fraud or money laundering, in accordance with applicable regulations in Bosnia and Herzegovina
  • the candidate / bidder is bankrupt or is the subject of bankruptcy proceedings
  • the candidate / bidder has not fulfilled the obligations related to the payment of pension and disability insurance and health insurance, in accordance with the applicable regulations in Bosnia and Herzegovina;
  • the candidate / bidder has not fulfilled the obligations related to the payment of direct and indirect taxes, in accordance with the applicable regulations in Bosnia and Herzegovina;

In order to meet the requirements regarding personal ability, bidders should submit a Statement certified by the competent authority (attached to the public invitation).

2. Ability to perform professional activity

Bidders must be registered in Bosnia and Herzegovina to perform the activity that is the subject of public procurement.

In order to prove their professional ability, bidders / legal entities should submit a certified copy of the registration documents with the bid.

3. Technical and business ability

  • Successfully implemented at least two contracts whose subject of procurement is the same or similar to the subject of procurement, ie web application development (work with DB backend, in the Cloud environment) in the last three years (or from the date of establishment);
  • The bidder should have at least three members of the technical staff (permanently employed or engaged executors) to perform the contract and provide services that are the subject of public procurement (Project Team)

In order to prove technical and business capacity, bidders should submit with the bid a list of completed contracts related to the subject of procurement (list includes subject, values, dates, contracting authorities and links to available contract items) and a list of project team members, project team members qualifications and the roles they will have in providing the services that are the subject of public procurement.

Offer information:

The offer for the provision of web application development services for communication between citizens and local self-government should contain two parts in specially sealed envelopes, with clearly marked names:

  • Technical offer and Financial offer.

The technical part of the offer should contain:

  • Exact name and address of the legal entity, telephone number, e-mail and web address
  • Bidder’s statement certified by the competent authority (attached to the public invitation),
  • Certified copy of registration documents proving that the legal entity is registered to perform the activity that is the subject of procurement
  • List of executed contracts related to the subject of procurement – the list includes the subject, values, dates, purchasers and links to available contract items.
  • List of project team members, qualifications of project team members and roles they will play in providing services that are the subject of public procurement
  • Time frame, ie project implementation plan
  • Proposed solution that will be used in the development of the application, and should contain at least the following:
  • Overview of the conceptual design of UX and UI elements in accordance with the required functionalities attached to the public call
  • Description of the functionality of all solution modules in relation to the framework functionality attached to the public call
  • Description of the application of security protocols
  • Warranty conditions

The financial part of the bid should include:

Detailed budget proposal for the development of a web application for communication between citizens and local self-government, as well as the calculation of all tax liabilities in accordance with applicable tax regulations.

The selection of the most favorable bidder will be made according to the following criteria for evaluation of bids:

  • proposed solution 35%,
  • deadline for fulfillment of contractual obligations 10%,
  • reference 5% i
  • financial offer 50%.

The estimated value of the service that is the subject of the public call is 30,000.00 KM

The deadline for submitting bids is October 25, 2021 at 14:00.

Bids should be submitted to the address: Transparency International in BiH, Gajeva 2, 78000 Banja Luka .

Bids should be submitted in a sealed envelope, separate technical and financial bid, marked “TENDER FOR THE DEVELOPMENT OF A WEB APPLICATION FOR COMMUNICATION OF CITIZENS AND LOCAL GOVERNMENT, DO NOT OPEN”.

The opening of public bids will take place on 25. October 2021 at 2:15 p.m. The minutes from the opening of bids will be delivered to all bidders who submitted bids on the same day.
