CIVIL SOCIETY ORGANIZATIONS REQUEST AN EMERGENCY MEETING WITH THE OMBUDSMAN REGARDING THE REPORTS ON POLICE TORTURE

After six organizations of civil society submitted several letters to the Institution of Human Rights Ombudsman of BiH requesting from the officials of this institution to visit all persons detained by the RS police in regard to the gatherings that took place on 25th December 2018, they will also deliver these requests to the Ombudsman personally, today at 14.00h, in Akademik Jovan Surutka 13 Street.

Civil society organizations demand from the Ombudsman to use its powers and authorization to examine the allegations that emerged in the media according to which an excessive and illegal force had been used by police officers during the arrests of certain citizens, and later torture and humiliating treatment in the official police premises.

Organizations also request from the Ombudsman to continue with the close monitoring of RS police activities directed towards the members of Pravda za Davida group and all other citizens who decided to peacefully gather and express their opinions in regard to this case. They propose that in the spirit of democratic practice, the representatives of the civil society organizations dedicated to the protection of human rights and freedoms should be present during the visits to the detainees.

Organizations remind once again that BiH has ratified the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, by which it has undertaken a series of obligations related to the prevention of such actions, and in this regard we consider it specifically significant to establish monitoring activity of the Institution of the Ombudsman in the following period in order to protect citizens who express their public protest and dissatisfaction with the work of the prosecution in David Dragicevic case. They also remind of the fact that spontaneous gatherings of citizens are international standard and that such actions performed by RS police endanger the right to freedom of gathering and expression.

TI BiH: RS police in the service of the regime that has launched a clampdown against its opponents

Rather than pursuing an in-depth investigation into the David Dragičević case, the RS police are directing their actions against political opponents of the current government and civic activists who demand the truth about the death of their fellow citizen.

Banja Luka, 25 December 2018 – Transparency International in Bosnia and Herzegovina (TI BiH) condemns the conduct of the RS police and notes that the arrests and detentions of journalists, civic activists, and former and current MPs constitute a shameless show of force and suppression of political and media freedoms through use of repressive measures.

TI BiH has previously warned that the spontaneous gatherings of people are an international standard, that such conduct by the RS police violates the right to freedom of assembly and expression, and that the authorities in Republika Srpska are increasingly showing signs of an authoritarian regime. Instead of conducting a thorough investigation into the David Dragičević case, the RS police are directing their actions against political opponents of the current government and civic activists who demand the truth about the death of their fellow citizen.

Police occupation of the main square in Banja Luka is a message to all citizens that no dissenting opinion will be tolerated and that anyone who thinks differently and expresses their views publicly will be arrested or politically prosecuted. TI BiH unequivocally condemns police brutality against the Dragičević family who have merely been trying all this time to learn the truth about their son’s murder.

TI BiH organizes a conference on the occasion of the International Day of Free Access to Information

Press rls 27 September 2018 – On the occasion of the International Day of Free Access to Information, Transparency International in BiH (TI BiH) is organizing a conference entitled „Transparency of public funds distribution – data availability and open government perspectives“.

TI BiH will use this opportunity to present the results of an extensive research related to directing public funds for grants, subsidies, patronage and sponsorhips, scholarships and single financial aid in 2016 and 2017. One part of the conference will be dedicated to the possibilities that new technologies can provide in terms of access to relevant data in the possession of public institutions. Special attention will be paid to the concept of open government, and challenges and obstacles encountered by individuals and organizations during data collection, including the way institutions collect, archive and provide data.

The conference will be held on Friday, 28thSeptember 2018, at the Hotel Europe in Sarajevo (address: Vladislava Skarica no.5) at 12.00h.

The press conference will be held at 11.30h.
