Transparency International in Bosnia and Herzegovina has joined the regional initiative “Monitoring Reforms and Growth of the Western Balkans,” an independent, data-driven monitoring of the EU Growth Plan for the Western Balkans, through which the implementation of reforms and fulfillment of obligations related to the use of European funds in Bosnia and Herzegovina will be monitored.
By participating in this project, TI BiH will contribute to the systematic monitoring of the Reform Agenda of BiH, with a particular focus on combating corruption, strengthening the rule of law, transparency of institutional work, and responsible management of public funds. The goal is to ensure that reform measures, which are a condition for accessing funds from the EU Reform and Development Instrument, are implemented in a way that brings real and measurable benefits to citizens.
As part of the WB Reform and Growth Monitor initiative, TI BiH will utilize its long-standing experience in government oversight, public policy analysis, and advocacy for reforms to ensure public access to information on reform progress, while also timely pointing out risks of non-transparency, abuse, and failure to meet obligations.
The timing of establishing this partnership is of particular significance. After prolonged political alignment, the Council of Ministers of BiH adopted the Reform Agenda for BiH on September 30, 2025, which subsequently received official approval from the European Commission on December 4, 2025, thus opening a new phase in the country’s European path.
The reform program represents a crucial roadmap for drawing approximately 976.6 million euros from the EU Reform and Development Instrument, encompassing 114 specific measures distributed across four pillars:
- green and digital transition,
- private sector development,
- human capital development,
- and fundamental reforms and the rule of law, which includes strengthening the judiciary, protecting fundamental rights, and combating corruption.
Although the adoption of the Reform Agenda is a significant step forward, the disbursement of funds will be strictly conditioned on meeting predefined reform milestones. Funds will be available solely based on achieved results.
Through the WB Reform and Growth Monitor, with the active participation of TI BiH, strong and independent oversight of reform implementation will be ensured, with the aim that all 114 measures result in real, transparent, and measurable improvements for the benefit of the citizens of Bosnia and Herzegovina.
