TI BiH School of Integrity in Bijeljina

Banja Luka, 26th November 2015 – After Travnik and Trebinje, the School of Integrity will be held tomorrow in Bijeljina, where the following topics will be discussed in the form of expert lectures and two-day intensive course: The Effects of Corruption on Economic Development, Good Governance and the Rule of Law and Transparency and Free Access to Information.

A School of Integrity, organized by Transparency International BiH (TI BiH) and supported by the American Embassy in BiH, is a place where young people can learn more about topics focused on the corruption issue through the lectures given by eminent experts and practitioners. Some of the lecturers are experienced experts such as Svetlana Cenic and Srdjan Blagovcanin, a Chairman of the TIBiH Board of Directors, who will give lecture on the corruption issue as related to the economic development an the rule of law.

After this,  the School of Integrity will be held in Bihac as well, and the most active attendees from all four cities will be gathered in the final workshop in Banja Luka when they will be given a chance to exchange opinions and experiences.

The School of Integrity in Bijeljina will start on 27th November 2015, at 09.00h in the premises of the Sinergija University, Rajo Banjicic bb. At the very beginning the students will be addressed by professor Milenko Stanic, PhD, Dean of the Faculty of Business Economy.

A round table on the reform of public administration

Banja Luka/Sarajevo, 2nd November 2015. –

Considering that the public administration reform was in particular singled out in the Reform Agenda for Bosnia and Herzegovina 2015-2018, the aim of the round table is to obtain the opinions of different actors on measures which are to be taken, while a special focus will be placed on the proposed amendments to the Law on Civil Service of FBiH, and the consequences of its adoption related to the system of civil service.

The round table will be attended by representatives of all relevant institutions included into the reform process, such as representatives of the civil service agencies/state administration of all governmental levels, legislative and executive authorities, and representatives of trade unions of civil servants, civil society organizations and the media, as well as the international institutions.

The round table is being organized within the project Monitoring of the public administration reform – PARM, supported by the Swedish International Development Agency (SIDA) and the Government of Denmark, and implemented by Transparency International  BiH in cooperation with the Center for Investigative Reporting (CIN).

The round table will be held on Tuesday, 3rd November 2015, at the Hotel Europe in Sarajevo, at 11.00h. Please find attached the agenda. The press release will take place prior to the beginning of the round table, at 10.45h.

Conference on the conflict of interest and property records

Banja Luka/Sarajevo, 26th October 2015 – The discussion at the conference will include the existing problems and obstacles to ensuring the effective supervision over the implementation of the law, putting special emphasis on the need to strengthen the independence of institutions, in order to provide objective and unbiased implementation of the law.

The conference is organized within the Project of sustainability of civil society, which is financially supported by the United States Agency for International Development (USAID), and implemented within anti-corruption sector by TI BiH and the Center for investigative reporting. On this occasion, the participants of the conference will also be addressed by the mission director of USAID in BiH, Mr Peter Duffy.

The conference will be attended by the representatives of the competent institutions, such as the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption, Commission for Deciding in Cases of Conflict of Interest, Central Election Commission, Personal Data Protection Agency, and representatives of the parliamentary committees and the executive authorities. It is also expected that the representatives of civil society, media and international institutions and organizations will also attend the conference.

TI BiH School of Integrity in Trebinje

Banja Luka, 15th October 2015 – After having successfully completed with the School of Integrity in Travnik, the same School shall be held tomorrow in Trebinje, where the following topics shall be discussed through the method of expert lectures and two-day intensive course: The effects of corruption on economic development, Good governance and the Rule of law and the transparency and free access to information.

The School of Integrity which is being organized by Transparency International BiH (TI BiH) with the support of the US Embassy in Bosnia and Herzegovina is a unique place for young people to find out more about the anti-corruption topics through the lectures given by the eminent experts and practitioners. Some of the lecturers are Svetlana Cenic and Srdjan Blagovcanin who will give lectures regarding the effects of corruption on economic development, i.e. on the rule of law.

After Trebinje i Travnik, The School of Integrity will be held in Bijeljina (November) and Bihac (December) and after the lectures in the chosen cities are finished the most active students will be called to meet at the final workshop in Banja Luka. Besides, the best student essays from all cities will be published in a specially prepared publication after all lectures are given.

The School of Integrity in Trebinje will start on 16th October at 09.00h in the premises of the PIM University, Department of Trebinje, Trebinjskih brigada 3, and the students will be addressed by the Deputy Mayor of Trebinje, Nedjo Cebedzija, who will give his opinion regarding the efforts made to create and adopt the Local Self-Government Integrity Plans, the task being jointly worked on by TI BiH and the City of Trebinje.

TI BiH marks the International Right To Know Day

Transparency International Bosnia and Herzegovina (TI BiH) is organizing a whole range of activities in order to celebrate 28th September, the International Right to Know Day. TI BiH uses this opportunity every year to remind the citizens that they have the rights to demand the responsibility and transparency of work of public institutions at all levels, and that these rights are guaranteed by the Law on Free Access to Information.

Therefore, TI BiH will organize street events in Sarajevo, Banja Luka and Mostar, in order to inform the citizens on their rights and ways to demand and obtain information which should be provided by public institutions, whereupon the citizens will be given the opportunity to prepare direct demands to access the information they need.

Street events will take place on Monday, 28th September 2015, from 11.00 to 14.00h in Sarajevo (Ferhadija, in front of Katedrala), Banja Luka (Trg Krajine) and Mostar (Spanski trg).

TI BiH is also participating in the organization of the Conference on Transparency in Public Administration in BiH, which is going to be held due to the International Right to Know Day, as well. The Conference is being organized by members of the interinstitutional working group on communication and knowledge management (representatives of the Public Administration Reform Coordinator’s Office, Directorate of European Integration, Agency for Statistics of BiH and Agency for Development of Higher Education and Quality Assurance in BiH), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and Transparency International BiH. This Conference will also take place on Monday, 28th September 2015, at 10.00 in the Parliamentary Assembly of Bosnia and Herzegovina, hall 1/I floor,Sarajevo.

TI BiH invites the media to attend street events and the Conference and thus contribute to the activities aimed at increasing the transparency of BiH institutions.

The first School of Integrity is taking place in Travnik, organized by the Transparency International Bosnia and Herzegovina (TI BiH) as a kind of educational course on anti-corruption topics designed for students and young people in four towns of BiH. Transparency International BiH (TI BiH) is organizing a press conference to present its survey entitled Local

Integrity System Assessment (LIS assessment) which has been conducted in 10 units of local self-government in Bosnia and Herzegovina.

This assessment has been performed within the framework of an EU financed project entitled “Strengthening the integrity and good governance for better implementation of the Anti-Corruption Strategy in Bosnia and Herzegovina from local to national level” and it implies an analysis of anti-corruption mechanisms at the municipal level, and the level of the integrity and accountability system, but also as seen within legal framework and practice.

On this occasion TI BiH shall present the key results of LIS assessment for the following municipalities: Gracanica, Gorazde, Novi Grad, Sarajevo, Stari Grad Sarajevo, Teslic, Travnik, Visoko, The City of Bijeljina, the City of Mostar and the Brcko District. The assessment has been performed in accordance with the methodology developed by Transparency International, which was tested in Europe, South America, Middle East and Africa. This is the largest LIS assessment conducted so far since it includes 10 units of local self-government within one country.

The presentation shall be held on Monday, 20th July 2015, at the Hotel Europe in Sarajevo, at 10 o’clock.

Presentation for the media on the public administration reform

Transparency International Bosnia and Herzegovina (TI BiH) is organizing a presentation for the media on the reform of public administration in Bosnia and Herzegovina, at which TI BiH will present its findings regarding so-far achieved results of the reform, paying special attention to the employment procedures in public administration of Bosnia and Herzegovina.

This will also be the opportunity to introduce the analysis entitled Efficiency and effectiveness of the civil service bodies in the administrative structures of BiH, while the representatives of the Center for Investigative Reporting (CIN) will present their findings on the employment of civil servants and directors of the agencies, as well as the lack of transparency in public spending.

Apart from the representatives of TI BiH and CIN, the media will also be addressed by His Excellency Mr. Fredrik Schiller, Ambassador of Sweden in Bosnia and Herzegovina, and the Head of EU Delegation to BiH and Special Representative in BiH, His Excellency Mr. Lars-Gunnar Wigermark.

Presentation of the Strategy and Action Plan for the Fight against Corruption for the period 2015 – 2019 in the Tuzla Canton

 

Transparency International Bosnia and Herzegovina (TI BiH), in cooperation with the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption (APIK), is organizing a presentation of the Strategy and Action Plan for the fight against corruption for the period 2015-2019 in the Tuzla Canton.

The presentation is aimed at introducing the Strategy content and measures provided by the Action plan to the representatives of executive and legislative authorities, public institutions and companies, and media and civil society. Special focus will be put on the obligation of establishing a coordination mechanism at the cantonal level, which is one of the key obligations of the cantonal government pursuant to the provisions of the new Strategy.

Presentation will be held on Thursday, 2ndJuly 2015, at the hotel Tuzla in Tuzla, St. ZAVNOBIH no. 13, starting at 12 o’clock.

Transparency International Bosnia and Herzegovina, in cooperation with the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption (APIK), is organizing a presentation of the Strategy and Action Plan for the fight against corruption for the period 2015-2019 in the Central Bosnia Canton.

The aim of the presentation is to make all the authorities of the Central Bosnia Canton familiar with the need of establishing a coordination mechanism at the cantonal level, and to introduce individual pillars of the Strategy for the fight against corruption, as well as individual measures of the Action plan for the implementation of the Strategy, all aimed at introducing the obligations arising from the new Strategy to all levels of cantonal government.

Representatives of executive and legislative authorities of the Central Bosnia Canton, representatives of public institutions and companies, as well as representatives of media and civil society are expected to take participation at the presentation.

TI BiH and the Coalition of NGOs Supporting Action Planning in BiH

In September 24, 2014, Bosnia and Herzegovina officially joined the Open Government Partnership (OGP) as its 65th member, which aim is to encourage countries around the world to enhance transparency and better governance through undertaking concrete steps in legislation and practice. After joining the OGP initiative, Bosnia and Herzegovina in cooperation with civil society is obliged to develop an action plan that identifies priorities and activities in the area of transparent and accountable governance, citizen participation in decision-making processes, and the use of new technologies and innovation to increase the openness of government.

The theme of the conference organized by TI BiH will be processes and principles of the development of the action plan, and it will be presented the experiences from the countries in the region that have already created and started implementation of the Action Plan. Civil society organizations will present the priorities that should be included in the Action Plan of BiH, while the leading institutions within the OGP initiative should present current and planned steps in the drafting and adoption of the Action Plan for the BiH.

TI BiH is Organizing Conference on Financing of Election Campaign

Transparency International Bosnia and Herzegovina (TI BiH) is organizing regional conference on Financing of Political Parties- Law and Practice. The conference is dedicated to transparency of financing of political parties and election campaigns and to comparison of experiences in this are from the region and Bosnia and Herzegovina.

In the conference, it will be presented the reports on 2014 General Election Campaign in BiH, and the results of the monitoring of the election campaign will be compared with the financial statement which political parties submitted to Central Election Commission. It will be discussed about recommendations for improvement of the legal framework with the aim of ensuring greater transparency of election campaigns and to prevent the abuse of public resources for campaigning.

Representatives of legislative and executive branches in BiH, political parties, Central Election Commission of BiH, civil society and the media from BiH, as well as representatives of Anti-Corruption Agency Serbia and organizations from the region that deal with monitoring of campaign financing are expected to participate in the conference.

The conference will be held on 30th March 2015, with the beginning at 10.00 a.m. at the Hotel Europa in Sarajevo.

TI BiH and CIN Present Findings on Public Administration Reform Monitoring

The representatives of CIN will present their findings on the financial privileges of the elected officials in BiH.

The conference is organized within the project “Public Administration Reform Monitoring- PARM”, financially supported by the Swedish International Development Agency and the Government of Denmark. The overall goal of the project is to contribute to better implementation of the Public Administration Reform Strategy and greater participation of civil society organizations in the reform processes with the aim of creating more transparent, efficient and effective public administration that would be useful to all citizens. Also, this project aims to indicate immediate and concrete impact of the implementation of the public administration reform, as well as to determine the progress of the implementation of the main goals of the institutional reform and public administration reform.

The conference will be held on Friday, 13th March 2015, with the beginning at 10.30 a.m. at the Hotel Bristol in Sarajevo. The agenda is attached below. Statements to the media are scheduled for 10.15 a.m.

TI BiH and Open Knowledge Foundation are Organizing Round Table on ‘Open Data Readiness in BiH Institutions’

Sarajevo, 26th February 2015 – The aim of the project is to exploit experiences gained by the NGO representatives, journalists and researches whose work focuses on transparency and accountability, and to share experiences and challenges in collecting data from the Institutions of Bosnia and Herzegovina, especially when it comes to collection of data pertaining to budget spending and employment within the Institutions of BiH.

The round table is organized within the project Open Data Readiness Assessment, supported by Ministry of Foreign and Commonwealth Affairs of the United Kingdom, whose purpose is to assess the current situation regarding the openness of government and to create the Action Plan that will include recommendations for improving transparency of public data in BiH.

The round table will be held on Friday, 27th February 2015, with the beginning at 09:00 pm, in the UN premises in BiH, Zmaja od Bosne Street. The agenda is attached below. Statements to the media are scheduled for 09.15 pm.

The main goal of this round table is to present and discuss about shortcomings of the law in order to regulate the way of employment in the civil service and public institutions/enterprises, and to indicate the legal and bylaw solutions in certain areas.

The round table will be attended by representatives of the Civil Service Agency and other relevant institutions, as well as representatives of civil society and the media.
