for submitting offers for the service of creating an online tool for automatic requests for free access to information
Introductory notes:
Transparency International in Bosnia and Herzegovina (TI BiH) and Association Vaša prava BiH (VPBiH) are announcing a public call for the selection of a company for the development of an online tool for creating automatic requests for free access to information (FOIA). This tool will serve citizens, media and civil society organizations to automatically create FOIA requests and provide relevant information about their rights to access information and use legal rights to seek legal protection.
The “FOI Generator” tool is created with the aim of enabling users to easily and intuitively create requests for free access to information through several steps. The user will be guided through the process of entering the required information, and the tool will automatically generate a request that the user can download in PDF format, print, sign and send to the appropriate address. The tool automatically includes all necessary details such as the institution’s address, date and relevant legal basis.
This tool is designed to simplify the process of creating requests for free access to information, automatically including all the necessary data, allowing users to easily download, print and send their requests.

The proposed solutions should reflect the functionality in the attachment (Attachment: Technical Documentation – FOI Generator).
Implementation time period:
60 days from contract signing.
Information about the offer:
The offer for providing tool for automatically creating requests for free access to information should contain two parts in specially sealed envelopes, with the names clearly highlighted: Technical Offer and Financial Offer.
- Requirements for bidder qualification:
Personal ability
The Association for the Fight Against Corruption “Transparency International” in BiH will reject the offer if:
- In criminal proceedings, the candidate/bidder has been convicted by a final judgment for criminal acts of organized crime, corruption, fraud or money laundering, in accordance with the applicable regulations in BiH;
- the candidate/bidder is bankrupt or subject to bankruptcy proceedings;
- the candidate/bidder has not fulfilled the obligations regarding the payment of pension and disability insurance and health insurance, in accordance with the valid regulations in BiH;
- the candidate/bidder did not fulfill the obligations regarding the payment of direct and indirect taxes in accordance with the valid regulations in BiH.
In order to fulfill the requirements regarding personal capacity, bidders should submit a statement certified by the competent authority (attached to the public invitation) with the bid.
- Ability to perform professional activities
Regarding the ability to perform professional activities, bidders must be registered in Bosnia and Herzegovina to perform activities that are the subject of public procurement.
For the purpose of proving professional competence, the bidder/legal entity should submit a certified copy of the registration document with the bid.
- Technical and business ability
Successful experience in the realization of at least one contract on the provision of services in connection with the subject of procurement or contracts that are similar in character and complexity to the services of the subject of public procurement.
For the purpose of proving technical and business ability, bidders should submit with the offer a list of completed contracts related to the subject of the procurement – the list includes the subject, value, dates, purchasers and links to available contract subjects.
The technical part of the offer should contain:
- The exact name and address of the legal entity, telephone number, e-mail and web address;
- Bidder’s statement certified by the competent authority (attached to the public invitation);
- A certified copy of the registration document proving that the legal entity is registered to perform the activity that is the subject of procurement;
- List of executed contracts related to the subject of the procurement – the list includes the subject, value, dates, clients and links to available contract subjects;
- The proposal of the solution that will be used in the creation of the database, and should contain at least the following:
- Time frame, i.e. implementation plan;
- Concept plan in accordance with the framework proposed in the attachment to the public invitation (Attachment: FOI generator mockup);
- Duration and scope of technical support.
The financial part of the offer should contain a budget proposal for the creation of an online database, as well as the calculation of all tax obligations in accordance with the applicable tax regulations.
The selection of the most favorable bidder will be made according to the following evaluation criteria:
- Proposed solution 40%
- References 10%
- Financial offer 50%
The estimated value of the service that is the subject of a public invitation is BAM 20,000.00 without VAT.
The deadline for submitting the offer is August 14, 2024 at 12:00 p.m.
Offers are delivered in person or by mail to the address: Transparency International in BiH, Mula Mustafa Bašeskija 9/1, 71 000 Sarajevo. Offers are received until August 14, 2024 until 12:00 p.m. Offers received after the specified deadline will not be considered.
Bids should be submitted in a sealed envelope, separate technical and financial bids, marked ” PUBLIC CALL FOR THE DEVELOPMENT OF AN ONLINE TOOL FOR THE AUTOMATIC CREATION OF REQUESTS FOR FREE ACCESS TO INFORMATION” – DO NOT OPEN.
The public opening of bids will take place on August 14, 2024 at 12:30 p.m. Minutes from the opening of bids will be delivered to all bidders who submitted a bid on the same day.
