PUBLIC CALL
for submission of offers for:
PROVISION OF PUBLIC OPINION RESEARCH SERVICES ON EUROPEAN INTEGRATION, REFORM PROCESSES AND INSTITUTIONAL ACCOUNTABILITY IN BOSNIA AND HERZEGOVINA
Subject of the Call and Purpose of the Research
TI BiH plans to conduct public opinion research with the aim of providing an objective and analytical insight into the attitudes of citizens of Bosnia and Herzegovina regarding the European integration process, with a focus on reform processes within the first cluster of the European Union’s negotiation methodology, and on the relationship between:
- reforms and their results in practice,
- accountability of domestic institutions and political actors for reform results,
- use and conditionality of European Union financial assistance, with particular reference to the Growth Plan for the Western Balkans and the Reform Agenda of Bosnia and Herzegovina.
The research should provide added value compared to existing public opinion research on European integration, through deeper examination of citizens’ perceptions of the quality and effects of reform processes in practice, the extent to which citizens are informed about reforms and processes related to EU financial support, and what citizens expect from institutions in terms of accountability and measurable results.
The research results will be used for analytical, advocacy and communication activities of TI BiH.
Scope of the Research
Within the public opinion research, TI BiH wishes to examine:
- Citizens’ attitudes toward the European integration process and reform processes in BiH;
- Citizens’ perceptions of reform results in practice in the areas of rule of law and fight against corruption, and related reforms;
- Citizens’ attitudes toward the accountability of domestic institutions and political actors for reform results and progress in the European integration process, including the importance of political parties’ positions on BiH’s EU path when voters make decisions;
- Perception of benefits and losses that citizens associate with progress or lack of progress in reforms and European integration;
- Citizens’ attitudes toward sources of information on reforms and European integration, as well as expectations on how to improve information and communication on these topics.
Target Group and Sample
The research must be conducted among adult citizens of Bosnia and Herzegovina, on a sample that is representative of the BiH citizen population according to all relevant parameters.
The sample should enable analysis of results by:
- entities and Brčko District,
- age groups,
- level of education,
- type of settlement,
- other relevant socio-demographic characteristics.
Eligibility to Participate in the Public Call
Legal entities registered to provide public opinion research services are eligible to participate in the public call for designing and conducting the research.
Content of the Offer
The offer should contain two parts, each in separately sealed envelopes with clearly marked titles: Technical Offer and Financial Offer.
- Technical Offer
The technical part of the offer should contain:
- Exact name and address of the legal entity, telephone number, e-mail and web address;
- Bidder’s Statement certified by the competent authority (attached to the Public Call);
- Certified copy of the registration document proving that the legal entity is registered to provide public opinion research services;
- List of references/executed contracts related to the subject of procurement, the list includes the subject, value, dates and clients of the contracts;
- Information and biography of the person responsible for conducting the public opinion survey;
- Description of methodology, approach to surveying, proposed sample and information on the network of surveyors and available resources, including a quality control plan;
- Proposed structure of the report on the conducted research.
- Financial Offer
The financial part of the offer should contain a proposed budget for conducting the research and specified activities and calculation of all tax obligations in accordance with applicable tax regulations.
Bidder Qualification Requirements
- Personal Capacity
TI BiH will reject an offer:
- if the bidder has been convicted in criminal proceedings by a final judgment for criminal offenses of organized crime, corruption, fraud or money laundering, in accordance with applicable regulations in BiH;
- if the bidder is bankrupt or subject to bankruptcy proceedings;
- if the bidder has not fulfilled obligations related to payment of pension and health insurance, in accordance with applicable regulations in BiH;
- if the bidder has not fulfilled obligations related to payment of direct and indirect taxes in accordance with applicable regulations in BiH.
For the purpose of meeting the requirements regarding personal capacity, bidders are required to submit with their offer a Statement certified by the competent authority (Statement attached to the Public Call).
- Capacity to Perform Professional Activities
Bidders must be registered to perform the activity that is the subject of the public call.
For the purpose of proving professional capacity, the bidder should submit with the offer a certified copy of the registration document.
- Technical and Business Capacity
Successful experience in implementing at least three contracts for provision of services related to the subject of procurement or contracts that are similar in nature and complexity to the services subject to the public call. For the purpose of proving technical and business capacity, bidders should submit a list of executed contracts related to the subject of procurement, the list includes the subject, value, dates and clients of the work.
Criteria for Selection of the Most Favorable Bidder
Selection of the most favorable bidder will be made according to the following criteria for evaluating offers:
- Methodology and references 40% (preference will be given to offers with proposed methodology that includes face-to-face surveying)
- Project management and surveyor network 15%
- Financial offer 45%
Obligations of the Selected Bidder
The selected bidder will be obliged to:
- conduct the public opinion research described in the Public Call with a questionnaire that will contain up to 25 questions, using a combination of closed and open questions;
- perform analysis of research results within the specified deadlines;
- prepare a report based on the conducted analysis and deliver the results in electronic form acceptable to TI BiH, including the database.
Deadlines for implementation and delivery of results will be defined in the contract with the selected bidder.
Financial Framework and Deadline for Submission of Offers
The estimated value of the public call is 25,000 KM (including VAT).
The public call is published on March 27, 2026 and will be open until April 24, 2026 until 12:00 PM.
Offers should be submitted to the address: Transparency International in BiH, Zmaja od Bosne 20, 71000 Sarajevo, in a sealed envelope containing separate technical and financial offers, with the name and contact information of the bidder indicated and the notation:
“Public Call for Submission of Proposals for Public Opinion Research on European Integration, Reforms, and Institutional Accountability”.
Opening of received public offers will take place on April 24, 2026 at 12:10 PM. The minutes from the opening of bids will be delivered to all bidders who submitted bids on the same day. Offers received after the deadline specified in the call will not be considered.

TI BiH reserves the right to cancel the service procurement process at any time prior to the award of the contract, without incurring any liability to bidders.
