Improving the transparency of the decision-making process in BiH

The overall goal of the project is to improve the transparency of the decision-making process which will enable citizens and CSOs to take a more active role in the decision-making process in Bosnia and Herzegovina.

The project has three specific objectives:

1. to increase the transparency of the work of governments at all levels in BiH (state, entity, Brčko District, and cantons) by publishing documents and materials for the government sessions at the official websites;
2. to increase the transparency of work of parliaments at all levels in BiH (state, entity, Brčko District and cantons) by publishing documents and materials for the sessions at the official websites; and
3. promotion of proactive transparency of institutions and citizens involvement in demanding transparent and accountable governments.

The project will analyze the current practices of all governments at the state, entity, cantonal, and Brčko District levels when it comes to the publication of relevant information and documents for the sessions of the governments as well as the level of transparency and availability of adopted decisions. Parallel to that, the Project will analyze current practices of disclosure of the documents for the sessions of all parliaments at the state, entity, cantonal, and Brčko District level, as well as their inclusiveness in terms of undertaking public discussions.

Based on the obtained information and analyses the Project will prepare policy proposals for improvement of the transparency of governments and parliaments, which will be advocated towards governments and parliaments, combined with public campaigns which will mobilize citizens in the expression of their needs towards parliaments and governments and will enable all stakeholders to take a more active role in the decision-making process.

The project will pay special attention to the promotion of proactive transparency of the parliaments and governments at all levels, as well as direct cooperation with selected parliaments on the preparation of the online model for disclosure of the materials based on best practices., which will enable citizens and CSOs to have direct access to the materials for the sessions of the parliaments and governments as well as to the adopted decisions.
