TI BiH filed a complaint against Dragan Andjelic for conflict of interest

20 April 2018

Transparency International in BiH submitted to the Commission for Deciding on Conflict of Interest a complaint against Dragan Andjelic, former deputy director of the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption and the present Acting Executive Director of RiTE Gacko.

Banja Luka, 20th April 2018– Transparency International in Bosnia and Herzegovina (TI BiH) submitted to the Commission for Deciding on Conflict of Interest a complaint against Dragan Andjelic, for violating the Law on Conflict of Interest in Governmental Institutions of BiH, since he was appointed to the position of the Acting Executive Director of “Rudnik i termoelektrana (RiTE) Gacko“ (Gacko Mines and Thermo Power Plant) after he had resigned from the position of Deputy Director of the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption.

Namely, the Law on Conflict of Interest clearly prescribes that the „elected officials, holders of executive functions and counselors, during the time of holding the public function and six months after the termination of that function, cannot be members of the managing boards, supervisory boards, assembly, management, nor can they work as an authorized person within a public company.“

The House of Representatives of the Parliamentary Assembly of BiH dismissed Andjelic, after he resigned, from the function of the Deputy Director of theAgency for the Prevention of Corruption and Coordination of the Fight against Corruption on 4th March, 2018, which obviously indicates that the deadline of six months has not expired, and that from the moment of appointment to the position in RiTE Gacko, Andjelic has been in conflict of interest.

It is interesting that while acting as the Deputy Director of the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption, Andjelic was a member of the Commission for Deciding on Conflict of Interest, so he had to be aware that his transition to the position of a member of managing board of a public company will mean the violation of the law he had applied until recently.
