PUBLIC CALL

for the application of observers to monitor the election campaign

 

Transparency International in Bosnia and Herzegovina (TI BIH), together with partner organizations, Centers for Civil Initiatives (CCI) and the Center for Media Development and Analysis (CRMA), is implementing the project ” Support to Citizens in the Fight against Corruption “, which is financially supported by United States Agency for International Development (USAID). Within the project, TI BiH conducts monitoring of pre-election activities, which includes monitoring of potential misuse of public funds in election campaigns, activities of political entities, public officials, and monitoring of election campaign expenses.

Observer job description

In order to monitor the pre-election activities of TI BiH, it wants to hire 80 field observers for a period of three months before the General Elections.

Observers will monitor institutions and patterns of behavior of political candidates and officials before and during the election campaign, in order to observe and document the use of public funds and positions in government for election promotion, but also other forms of abuse and violations of election legislation. Observers will work in the field throughout BiH and then provide information to the coordinators, in accordance with previous instructions.

Observers must be responsible, impartial and professional individuals, which means providing accurate and timely information, as well as objectivity in reporting. In performing the tasks, the observer is expected to have maximum commitment and concentration, as well as a expressed desire to contribute to the fight against corruption and misuse of public funds.

Observers will collect data in accordance with a specially developed methodology for monitoring pre-election activities, and this includes submitting, in a predefined format and through the provided forms, information on:

  • public events of institutions and organizations
  • activities of public office holders / candidates (appearances at public events, visits, organized gatherings, meetings)
  • activities of institutions aimed at providing electoral support
  • pre-election activities and gatherings of political parties
  • public works in the pre-election period.

The mentioned information will be collected by observers, except through field work and visits to public events, through media and website monitoring, and announcements of activities.

TI BIH wants to engage 80 field observers of the election campaign for the following constituencies, and according to the schedule as follows:

* The selected observer will be in charge of one or more neighboring municipalities, which is why they need to be able to transport.

Monitoring time frame

Observers will carry out these activities for three months before the election. Elections are scheduled for 2. October 2022

Before the start of the activities, all observers will undergo two trainings during the month of June, during which they will receive all the necessary information on how to conduct monitoring and its objectives. After this training, the dynamics, the way of reporting, as well as the communication in the work will be agreed.

Application conditions

  • Applicants must be of legal age
  • Minimum completed high school for 4 years, with preferably higher education
  • That they are not activists of political parties, candidates, or engaged in election administration bodies
  • To have a category B driver’s license and mobility in terms of the possibility of covering the territory for which they are in charge (attendance at events at different locations)
  • Knowledge of the electoral process and the way of functioning of political subjects
  • Previous experience in observing elections or other activities with civil society organizations is desirable, but not required
  • All observers will receive a monthly fee and a transportation fee for their work and engagement.

The deadline for observer registration is 31. May 2022 .

TI BiH reserves the right, when selecting candidates, to give preference to those candidates whose previous experience is more in line with the nature of the job sought.
