PUBLIC INVITATION – Provision of services – Public opinion poll on citizens’ perceptions of the rights of persons reporting corruption

The Anti-Corruption Association “Transparency International” in Bosnia and Herzegovina (hereinafter: TI BiH) announces:

PUBLIC INVITATION to collect bids for:

PROVISION OF SERVICES – PUBLIC OPINION SURVEY ON CITIZENS ‘PERCEPTION OF THE RIGHTS OF PERSONS REPORTING CORRUPTION

TI BiH is conducting research that should provide an objective insight into the perception of citizens in Bosnia and Herzegovina about corruption, ways of reporting corruption, and the rights of those who report corruption, and TI BiH’s activities in the field of protection of those who report corruption.

TI BiH wants to conduct a public opinion poll on:

1. Perceptions of Transparency International in Bosnia and Herzegovina among BiH citizens;
2. Informing citizens about the ways and channels for reporting corruption;
3. Citizens’ perceptions of reporting corruption;
4. Awareness of citizens about the rights of persons who report corruption (whistleblowers or whistleblowers);
5. Awareness of citizens about the activities of TI BiH in the field of protection of persons who report corruption;
6. General perception of the level of corruption.

It is necessary to conduct the research among adult citizens from all parts of BiH, on a sample that is representative of the population of BiH citizens.

Legal entities registered for the provision of public opinion research services have the right to participate in the competition for the creation and implementation of research.

The offer for the provision of public opinion research services on the perception of citizens on the rights of persons who report corruption should contain two parts in specially sealed envelopes, with clearly marked names: Technical Offer and Financial Offer.

The technical part of the offer should contain:

1. Exact name and address of the legal entity, telephone number, e-mail and web address;
2. Certified copy of registration documents proving that the legal entity is registered to provide public opinion research services;
3. List of references – evidence of previous experiences in the field of public opinion research, with special emphasis on experiences in researching social phenomena;
4. Data and biography of the person responsible for carrying out the activities;
5. Description of methodology, proposed sample and data on the network of interviewers and available resources.

The financial part of the bid should contain a budget proposal for the implementation of research and these activities and the calculation of all tax liabilities in accordance with applicable tax regulations.

The selection of the most favorable bidder will be made according to the following criteria for evaluation of bids:

• methodology and references 40%,
• project management and network of interviewers 15%,
• financial offer 45%.

The selected bidder will be obliged to:

• Conduct a public opinion survey described in the Public Invitation with a questionnaire containing up to ten questions;
• Perform an analysis of research results within the set deadlines;
• Make a report based on the conducted analysis.

The selected bidder is obliged to conduct the research, submit the research results and the research report in electronic form, in a form acceptable to TI BiH, no later than December 1, 2021. g.

The estimated value of the public call is 10,000 KM (including VAT).

The deadline for submitting bids is October 25, 2021 years until 14:00. The opening of public bids will take place on October 25, 2021. at 14:15 . The minutes from the opening of bids will be delivered to all bidders who submitted bids on the same day.

Bids should be submitted to the address: Transparency International in BiH, Gajeva 2, 78000 Banja Luka. Bids should be submitted in a sealed envelope, in which the technical and financial bids are separated, with the name and contacts of the bidders and the indication: “Public call for bids for public opinion polls on citizens’ perceptions of the rights of persons reporting corruption”.

TI BiH reserves the right to cancel the service procurement process at any time prior to the award of the contract, without incurring any liability to bidders.
