Project goals:
The overall objective of the project is to monitor the application of the Public Procurement Law on the relevant sample of public procurement procedures, in order to create a strong basis for advocating full transparency of public procurement procedures throughout the procurement cycle.
The specific objective of the project is to monitor early preparation of the process of preparation, tendering and contracting, through observation of specific public procurements in real time, using a checklist created by adjusting the risk list of public procurement integrity from OECD methodology and catalog of documents, early detection and documenting possible irregularities in the observed procurements, and to create appropriate database of cases with all the characteristic details, as content for further public action through social networks and portals.
Project activities:
Monitoring will include the following steps in the public procurement sample:
- Identification and selection of cases for monitoring
- Downloading tender documents
- Tender documentation analysis / factual analysis (risk identification)
- Bid evaluation
- Case classification
- Emergency response
- Preparation of individual reports
- Documentation (file creation)
- Entry into the info system.
Expected results:
- Detected and documented possible irregularities in the observed procurements in real time
- Created database of cases with all the characteristic details, as content for further public action through social networks and portals.

Goals of the project:
The main goal of the project is to monitor the implementation of the Law on Public Procurement on a relevant sample of public procurement procedures, in order to create a strong basis for advocating full transparency of public procurement proceedings through the procurement process.
The more specific goal of the project is to use the specifically developed methodology for monitoring the preparation, tendering and contracting processes, as well as the real-time observations of particular public procurements and the checklist created by adapting the risk list of public procurement integrity from OECD methodology and the catalog of documents, to perform early detection and documenting of potential irregularities in the observed procurements, but also to establish the corresponding base of cases with all characteristic details, as the content for further public action through social networks and portals .
Project activities:
Monitoring of the public procurement sample shall include the following steps:
- Identifying and selecting cases to be monitored
- Collecting tender documentation
- Tender documentation analysis / factual state analysis (risk identification)
- Evaluating bids
- Classifying cases
- Reacting urgently
- Preparing individual reports
- Documenting (creating files)
- Entering data into info system.
Expected results:
- Detection and documenting of potential irregularities in the real-time observed procurements
- Establishment of the base of cases with all characteristic details, as the content for further public action through social networks and portals.
