Project objective:

The main objective of the project is to find a relevant sample of public procurements which can be used to document the various forms of violation of the Law on Public Procurement, in order to create a strong basis for advocating full transparency of public procurement proceedings through the entire procurement process.

The more specific objectives of the project are to use the specifically developed methodology for monitoring the preparation, tendering and contracting processes, as well as to use the checklist created by adapting the risk list of the public procurement integrity from the OECD methodology and the catalog of documents, to perform early detection and documenting of irregularities / abuses in the observed procurements, but also to create the appropriate case base with all characteristic details, as the content for further public action through social networks and portals.

Project activities:
Monitoring of the public procurement sample will include the following steps:

  • Identifying and selecting the cases to be monitored
  • Collecting the tender documentation
  • Analyzing tender documentation / factual state (identification of risks)
  • Evaluating bids
  • Classifying cases
  • Urgent reactions
  • Preparing individual reports
  • Documenting (creating files)
  • Entering data into info system.

Expected results:

  1. Detected and documented irregularities and abuses in the observed procurements in real time
  2. Created base of cases including all characteristic details, as the content for further public action through social networks and portals.
