Preventing impunity in cases of high corruption in the Western Balkans and Turkey

The overall goal of the project is to improve good governance in the seven accession countries by reducing corruption.
In particular, activities are envisaged that should achieve the following specific objectives:
- Improving the transparency and accountability of the judiciary by addressing the issue of impunity for high-level corruption cases as a starting point for addressing the issue of state capture.
- Improving the democratic way of passing laws through the identification of tailored laws that enable and maintain the state of a captive state.
To achieve specific goals, the medium-term second outcome is:
- Ensure a better understanding of major corruption and its effects by key actors in the seven enlargement countries.
This includes three areas of research and action:
- Assess the manner in which the autonomy of the prosecution, as well as the independence and impartiality of the judiciary, are regulated by law, and how they function in practice. The assessment is based on international standards reflecting reports made by the TI National Integrity System Assessment, the Group of States against Corruption (GRECO) and the UN Convention against Corruption (UNCAC).
- Assessment of large-scale corruption cases with a focus on how the principles of professional autonomy of prosecutors, and the independence and impartiality of courts and judges are guaranteed in practice.
- Identification of customized laws and signs of enactment of captured policies and laws.

The Overall Objective of the project is to improve good governance in the seven accession countries by decreasing corruption.
More concretely, the actions are designed to fulfill the following Specific Objectives:
- To improve transparency and accountability of the judiciary by tackling impunity for grand corruption as an entry point to addressing state capture.
- To improve democratic law making by identifying tailor-made laws that enable and maintain state capture.
To achieve the specific objectives the medium-term other outcome is:
- To ensure a better understanding of grand corruption and its effects by key stakeholders in the seven enlargement countries.
This requires three areas of research and intervention:
- An assessment of how autonomy of the prosecution authority and independence and impartiality of the judiciary are regulated in law and functioning in practice. The assessment is based on international standards as reflected in the TI National Integrity System assessments, Group of State against Corruption (GRECO) and UN Convention Against Corruption (UNCAC) reviews.
- An assessment of grand corruption cases with a focus on how the principles of professional autonomy of prosecutors and independence and impartiality of the courts and judges are guaranteed in practice.
- The identification of tailor-made laws and signs of captured policy- and law making.
