Civic Advocacy Program – CAPP

PROJECT DESCRIPTION:

In project «Civic Advocacy Partnership Program» implemented from 18th August 2005, by Centers for Civic Initiatives (CCI), financed by USAID, Transparency International Bosnia and Herzegovina (TI BIH) has joined from 1st February 2006 as Watchdog organization. Centers for Civic Initiatives (CCI), as one of the biggest nongovernmental organization, is coordinating and administrating this whole project. Partnership is based on major principles of both organizations that are mutually corresponding, and they are: citizen’s activism and participative democracy, and promotion of more responsible authorities in relation to citizens. Through CAPP Project partners are striving to mobilize wide spectrum of nongovernmental organizations in non-formal coalition – “Citizens organization for democracy (GROZD)” and in that sense CAPP represents project with specific accent on development and strengthening of civil society in BiH. Earlier phases in implementation of CAPP project resulted with definitions for 12 key problems, whose resolution is necessary for improvement of lifestyle of citizens in BiH.

TIBiH expert finalised 5 of 12 problems, in area of non-efficient state government, privatisation of public enterprises, high level of corruption, dealing in public entrerpsrises and slow reform of educational system in BiH. Analysses should result with definitions of realistic goals and to become priority to authorities after elections 2006.

GOAL OF THE PROJECT

  • Active involvement and promotion of a stronger, more active and more responsible civic sector in BiH;
  • Raising the public awareness of the problems of corruption, insufficiently transparent and unaccountable government administration, inefficiency of the current government structure in the management of the capital and flaws of the process of property transformation of the state capital, as well as problems of the young people, specially those concerning the slow reform of the education system ;
  • Calling and insisting upon a more responsible, transparent and efficient work of the government officials to improve the quality of life in BiH.

KEY POINTS OF THE PROJECT

  • 31st march: Analyses finalised. Realistic goals for improvement of monitoring mechanism for meassuring results of work of governments are seth , in area of non-efficient state government, privatisation of public enterprises, high level of corruption, dealing in public entrerpsrises and slow reform of educational system in BiH.
  • 24th may: Adoption of final version of Citizens Platform on level of coalition GROZD.
  • july-august: Media and advocacy campaign
  • 30th september: Citizens Platform accepted and signed by 500.000 citizens of BiH.
  • 20th dezember: Until the end of the project, 20th dezember 2006, TI BiH will work together with other GROZD partners in bringing together monitoring report on inclusion of goals from the Citizens Platform in plans of political parties.
