Mapping of patronage networks in the public sector of BiH

GOALS

The overall goal of the BiH Public Sector Mapping Network project is to identify and map informal networks and points of influence to show the distribution of power and create a strong basis for advocating full transparency of employment and appointment in the BiH public sector.

Specific objectives:

  • Continue to increase access to information on the management and operation of public public enterprises and public institutions through the upgrade of TI BiH databases
  • Mapping political influences on the management, employment and distribution of funds in public enterprises and public institutions through the analysis of social networks
  • Increasing citizens’ access to relevant information through interactive databases and user-friendly maps
  • Reporting to the competent institutions on irregularities identified by research and monitoring
  • Initiating debate and increasing pressure to improve the legal framework governing public sector appointments and employment
  • Increasing public pressure and raising awareness of power distribution

OBJECTIVES

  • Continue increasing access to information on the management and work of state-owned enterprises (SOE) and service institutions (PSI) through upgrade of TI BiH database
  • Mapping political influences on management, employment and funds distribution in SOEs and public service institutions through social network analysis
  • Increasing citizen access to relevant information through user-friendly interactive databases and maps
  • Reporting to relevant institutions on irregularities identified through research and monitoring
  • Initiating discussion and increasing pressure towards improvement of the legal framework regulating appointments and employment in the public sector
  • Increasing public pressure and raising awareness of power distribution
