GOALS

TI BiH, together with the ECAC team, will work on the implementation of action plans designed to improve reporting on financing and expenses of political parties in coordination with the Central Election Commission, and strengthen the capacities of supreme audit institutions to monitor the abuse of public resources in election.

Objective 1: Improve supervision by providing more detailed information not only on sources of funding, but also on individual expenses of political parties.

Activities:

• Develop comprehensive and up-to-date reporting forms with detailed information on income and expenditure of political parties
• Provide support for adoption of amendments to bylaws
• Strengthen the capacities of the Central Election Commission and political parties to implement the new rules
• Assess the needs and opportunities for updating the reporting software of the Central Election Commission

Objective 2: Introduce supervision of misuse of public resources by supreme audit offices and minimize misuse of state resources for political parties and election campaigns

Activities

• Coordination with supreme audit offices to define potential common topics for parallel performance audits related to misuse of public resources
• Provide specific knowledge and guidelines for auditors who will conduct audits related to misuse of public resources
• Conduct advocacy on support for the adoption of guidelines and promote the execution of future performance reviews

Activities and approaches will, in accordance with the needs of target groups and environment, be implemented through five groups of activities:

• Develop comprehensive and up-to-date reporting forms with detailed information on political parties’ revenues and expenditures
• Provide support for the adoption of amendments to bylaws
• Strengthen the capacity of the Central Election Commission and political parties to implement the new rules
• Assess the needs and possibilities for updating the Central Election Commission’s reporting software

Objective 2: Introduce control over the misuse of public resources by supreme audit institutions and minimize the misuse of state resources for political parties and election campaigns

Activities and approaches will, in accordance with the needs of target groups and environment, be implemented through five groups of activities:

• Coordinate with SAIs to identify potential common themes for parallel performance audits related to misuse of public resources
• Provide specific knowledge and guidance for auditors to conduct audits related to misuse of public resources
• Conduct advocacy to support the adoption of guidelines and promote the execution of future performance audits
