Order of Non-Investigation
An order of non-investigation is a public prosecutorial decision and is issued when the prosecutor, based on collected and submitted evidence, concludes that there is no reasonable suspicion that a particular person has committed a criminal offense, or when it is determined that the act described in the report does not constitute a criminal offense, or lacks the elements of a criminal offense, etc.
