Jačanje kapaciteta institucija u BiH

Glavni elementi projekta su sadržani prema jednom cilju a to je jačanje kapaciteta institucija u BiH, veća transparentnost te veće uključivanje civilnog društva u reformama. Bez jačanja kapaciteta instutucija nije moguća borba protiv korupcije. Izvještaj Svjetske banke pokazuje jasnu umješanost vladinih institucija u korupciju. Korupcija uveliko smanjuje mogućnost države da se ponaša u skladu sa zahtjevima svojih građana, korupcija onemogućava pravedno funkcionisanje javnih i privatnih institucija, te onemogućava sva građanaska prava i potrebe. Štaviše, građani Bosne i Hercegovine se moraju boriti protiv korupcije kako na socijalnom tako i na ekonomskom nivou (nezaposlenost) što direktno utiče na stalno povećanje stepena korupcije u BiH.

Zbog toga, projekt daje naglasak na privatizaciju strateških preduzeća u Bosni i Hercegovini te ostalih privatnih ulaganja, praćenje rada kompanija od javnog značaja, saradnja između civilnog društva i Medija. Sve partnerske organizacije moraju imati pristup svim informacijama kako bi doprinijeli što većoj transparentnosti u procesima privatizacije a sve u skladu sa zakonima.

Rezultati projekta će uključivati, ali ne moraju biti ograničeni na:

  1. novu strategiju borbe protiv korupcije odobrenu i iniciranu sa zakonskim elementima  temeljem TI globalnog istraživanja percepcije korupcije na nivou BiH.

Projektne aktivnosti:

Projektne aktivnosti su zasnovane na 4 osnovna elementa:

  1. praćenje donošenja zakona te politička odgovornost
  2. praćenje rada institucija
  3. pružanje pravne pomoći u borbi protiv korupcije
  4. kampanje osvješćivanja javnosti

Istraživanja imaju isti pristup pri dijagnosticiranju problema korupcije i obrade podataka.

The elements of this project are concentrated on one goal: improved governance and transparency, brought about by civil society pushing for reforms. It is simply impossible to improve standards of governance and transparency without addressing corruption. The World Bank’s Governance Indicators show the direct link between control of corruption and good governance. This is proportionally linked to poverty alleviation. Corruption greatly reduces the capability of states to act in the interests of their citizens; it reduces and obscures the accountability of governments, public and private institutions; and it prevents citizens’ needs and aspirations from being realised. Corruption corrodes societies when elites capture institutions and use their power to prolong misrule. Corruption generates apathy and disillusion when governments act in their own interests, not in the interests of their people. Moreover, citizens of BiH place fight against corruption ahead of ALL social and economic concerns (other than unemployment, which too is directly affected by the ramping corruption).

Therefore, the Project objective particular focus on the privatizations of strategical enterprises in Bosnia and Herzegovina  and another form of private investment, monitoring public company in strategically areas, comprehension with civil partnership organizations and media. All mentioned partnership organization must have access to current process in their community that would bring transparent process of privatization in accordance with the law and world's best practice.

Indicators of progress include, but are not limited to:

– new anti-corruption strategy adopted and impementation underway – new anti-corruption strategy adopted and impementation underway – elements of the strategy legally enacted and new procedures established – TI's global Corruption Perception Index improving the rating of BiH – media articles reporting on the progress – number of public invitations to tender on the rise – citizens’ satisfaction increasing and perceived corruption levels dropping (as per the nation-wide survey).

3. Advocacy and Legal Advice Centre
4. Public Awareness and Advocacy Campaign
