Overall objective of the Public Administration Reform Monitoring (PARM) project is to capture the more immediate and concrete impact of the implementation of PAR as well as the progress in the implementation of the major objectives of the Government’s institutional and public administration reform agenda.
Specific objective of the project is to support the implementation of the PAR Strategy through the active involvement of civil society organisations (CSOs) in the provision of the independent results-oriented monitoring and evaluation of the implementation of public administration reform and outreach activities aimed at creating articulated demand for good governance and efficient and effective public administration by all the country relevant stakeholders and citizens.
The PARM project has two interrelated components:
1) Results-Oriented Monitoring and evaluation of the implementation of a Public Administration Reform Strategy
Established results-oriented civil society monitoring and evaluation mechanism of the impact and effects of PAR on citizens and businesses, thereby enhancing the ownership of the civil society monitoring and building sustainable partnerships among relevant CSOs on one side and between them and public institutions responsible for implementing measures from the PAR Strategy on the other side.
Enhanced policy dialogue between civil society organisations and relevant reform actors on the public administration reform processes in the country
2) Education/promotion/awareness-raising outreach
Raised awareness and importance of the PAR Strategy and its measures among all the relevant stakeholders (public institutions, CSOs, private sector, media, citizens) through investigative stories
Monitoring and evaluation framework will focus on the following three keys:
1) Public sector Human Resource Management;
2) Policy and public expenditure Management;
3) Transparency, Accountability and Integrity.
