Strengthening integrity and good governance for more efficient implementation of the Anti-Corruption Strategy in BiH from the local to the state level

The overall objective is to contribute to the fight against corruption and corruption prevention in BiH by strengthening integrity, improving standards of governance and levels of transparency in the work of public institutions, thereby contributing to democratic stability and sustainable development in Bosnia and Herzegovina.

Specific objective of the proposed Action is to promote evidence-based and effective anti-corruption policy at both the lowest levels of government and at the national level.

Main activities

The project consists of two components:

1)    Strengthening Integrity in Local Governments in BiH (24 months)

2)    Evaluation and Revision of the Anti-Corruption Strategy 2009-2014 (12 months)

Activities planned within the first component:

-Conducting Local Integrity System  (LIS) assessment in 10 municipalities, drafting LIS report, organization of Local Integrity Workshop, publication and promotion of the LIS report; organization of capacity-building trainings for municipalities on preparation and implementation of anticorruption plans/integrity plans

Activities planned within the second component:

–       Evaluation/Assessment of the current implementation of the Anticorruption Strategy 2009-2014; organization of working group meetings/round tables with the relevant anticorruption community; preparation of the new Anticorruption Strategy and Action Plan.

Target groups, expected results

  • Component 1: Target group- 10 municipalities (Mostar, BD BiH; Goražde Gračanica, Novi Grad Sarajevo, Stari Grad Sarajevo, Bijeljina Teslic,Visoko Travnik)
  • Assessed existence and effectiveness of procedures and mechanisms to promote transparency, accountability and integrity in order to fight corruption at the local level; Provided recommendations on areas for reform and policy interventions; Built capacities of 10 local government units to asses develop and establish anticorruption plans/integrity plans (Action Plan measures 2.12, 2.14 and 2.15.)
  • Component 2: Target group – all public institutions in charge of implementing the Anticorruption Strategy
  • Assessed implementation of the AC Strategy 2009-2014; Enhanced ownership of the new AC strategic documents (Action plan measure 5.10)
