INTEGRITY OF CONTRACTING AUTHORITIES IN BiH IS PUBLIC PROCUREMENT IN BiH REALLY PUBLIC?

A monitoring team of Transparency International BiH conducted monitoring of 173 contracting authorities by monitoring 1566 public procurements in the period April-September 2017. The contracting authorities were divided into 16 levels which allowed the process to encompass all government levels in BiH.

• How is it possible that BAM 10.819.255,06 from the public funds were spent through the BiH public procurements without previously determined plan or a decision?
• What is the percentage of the contracting authorities that completely ignore requests to comply with the public procurement procedures?
• What kinds of goods and services are purchased through the public procurement?
• What is the evaluation of the public procurements conducted by the Agency for identification documents, registers and data exchange – IDDEEA, Public Enterprise Elektroprivreda BiH d.d., Sarajevo, Federal Department of Goods Reserves, the City of Sarajevo, Communications Regulatory Agency BiH or the Ministry of Defence?
