Support for the creation of the BiH National Action Plan within the Open Government Partnership

BiH has joined the Open Government Partnership (OGP) initiative in September 2014 and now is in stage of development of its first National Action Plan (NAP). In order to commit the government to substantial openness reforms, this project aims to support the government through development of realistic and feasible Bosnia’s OGP NAP. When defining NAP the cooperation of government institutions and civil society organizations (CSOs) is crucial, especially in process of implementation of the necessary policies and measures in order to meet the standards of maximum openness of government.

In order to commit the government to substantial openness reforms, this project aims to support the government through development of realistic and feasible Bosnia’s OGP NAP.

Specific project objectives:

  • To bring together government and civil society in BiH in the process of shaping strong and realistic NAP that will introduce quality and achievable commitments,
  • Activate/support/strengthen the organizations of civil society (OCS) – an informal group of OCS or key CSOs that are already active in certain areas relevant to the OGP to continuously promote the principles and standards of OGP platforms.

Project activities:

  1. Support to the process of development and delivering of NAP (organization of initial conference, 4 workshops/meetings and final conference) and
  2. Developement of policy analyses and monitoring of the new anti-corruption strategy and action plan with specific focus on the areas related to OGP: access to information, fiscal transparency, government integrity, public participation, open data.

Results planned to be achieved:

  • Increased CSOs involvement in BiH for improved transparency and accountability of public authorities; established informal partnership of key CSOs on promoting and supporting development of NAP;
  • established NAP working group composed of representatives of government and civil society held 4 workshops/meetings; developed and delivered policy-based NAP;
  • Public consultation process carried out in order to collect suggestions and opinions regarding the NAP of the general public – citizens, media, business, etc;
  • NAP presented to the general public and other stakeholders.
